Episode 1: System Readiness, Commissioning, and Records (700.3 - 700.4)
Emergency systems require a lifecycle management approach. As an instructor, I tell my students: this isn't a "set and forget" installation. Readiness starts with initial witness testing and continues through years of periodic load-bank analysis. If the system hasn't been maintained, it’s just a heavy paperweight in the electrical room when the grid goes down.
Maintenance & Testing Mandates
Requirement, Code Section, Description
Commissioning Witness Test,700.4(A), The AHJ must conduct or witness the initial commissioning upon completion.
Periodic Testing,700.4(B), Systems must be tested on an AHJ-approved schedule.
Record Keeping,700.4(D), Written or digital records of all tests and maintenance must be available.
Testing Under Load,700.4(E), "Means must be provided to test the system under 'maximum anticipated load."""
The "So What?" Layer
Do not install reconditioned transfer switches. Section 700.3 strictly prohibits them to ensure maximum reliability of the system’s "brain." For field reliability, focus on your storage batteries. Field Pro Tip: Use batteries with transparent cases (per 700.4 Insights). This allows for easy visual electrolyte checks. Inspect terminals for corrosion even on "maintenance-free" units.
Temporary Power for Servicing (700.4(F))
If you disable a single alternate source for servicing, you must provide a permanent switching means for a temporary source. Use this checklist:
No modification of permanent wiring required for connection.
Transfer of power complies with the 10-second rule (700.12).
Marked with phase rotation and system bonding requirements.
Switching means must be listed and mechanically (or mechanically and electrically) interlocked.
Remote annunciation must indicate when the permanent source is disconnected.
Connection point must be located outdoors; no cables through windows/doors.
Field-applied label identifying voltage, amperage, and short-circuit current rating.
Grounded conductor must be switched if part of a separately derived system.
Note: Integrity monitoring (700.10(D)(4)(b)) is not required for this temporary setup to avoid unnecessary complexity during repairs.
